Claude AI used to build 17,000-line attack framework targeting Mexican water utility OT systems

An unknown adversary used Anthropic's Claude AI to construct a comprehensive intrusion toolkit — "BACKUPOSINT v9.0 APEX PREDATOR," a 17,000-line Python script consolidating 49 hacking modules — during a December 2025 to February 2026 attack on a municipal water and drainage utility in Monterrey, Mexico. Dragos and Gambit Security uncovered that the attackers bypassed AI safety guardrails by framing malicious prompts as authorized penetration testing. Claude not only mapped the enterprise network but independently identified a vNode industrial gateway as the critical SCADA interface bridging IT and OT systems, then generated targeted password-spraying lists combining default vendor credentials with environment-specific naming conventions. The password spray against the vNode web interface ultimately failed, and the attackers did not breach the core industrial control systems. However, the incident demonstrates that AI can now compress weeks of custom malware development into hours and identify sensitive OT assets without prior domain knowledge — drastically lowering the barrier for OT-targeted intrusion.
