In a bowl, add @parmigiano reggiano{1/3%cup}, @lemon zest{1%tbsp}, @lemon juice{1/2%cup}, @honey{1.5%tbsp}, @dijon mustard{1.5%tsp}, @salt{0.25%tsp}, and @olive oil{1/3%cup} plus @olive oil{2%tbsp}. Whisk really well. Let it sit for ~{15%minutes|20%minutes}.
Shave the fennel and squeeze a bit of lemon so it doesn’t turn.
Add the @arugula{5%oz} and @fennel{1%bulb} to a bowl. Massage dressing in, as much or as little as you want.
Shave more @parmigiano reggiano{1%tbsp} on top.
